Dispersal Order to Be Enforced in Portsmouth Ahead of South Coast Derby
A dispersal order will be in place across parts of Portsmouth on Sunday (25 January) as part of policing plans for the South Coast derby between Portsmouth FC and Southampton FC.
Hampshire & Isle of Wight Constabulary has authorised a Section 34 dispersal order to help maintain public safety and reduce the risk of disruption linked to the high-profile fixture. The order will run for 12 hours, from 7am until 7pm, and will cover the area surrounding Fratton Park, as outlined in a police map.
Police say the decision is based on experience from previous matches between the two clubs, where dispersal powers have been used to good effect.
The order gives officers the authority to require individuals to leave the designated area and not return for a specified period, where their presence is believed to be contributing to or likely to cause disorder.
In addition, a Section 60AA order will also be in force during the same time frame and within the same area. This allows officers to require people to remove items being used to conceal their identity, including masks and face coverings.
Officers will be patrolling throughout the duration of the orders and will use the powers where necessary to prevent disruption and ensure the safety of football fans, local residents and businesses. Anyone who refuses to comply with the orders will be committing a criminal offence and may be arrested.
Chief Superintendent Simon Dodds, Gold Commander for the policing operation, said:
“We know that most fans just want to go and enjoy the game and the unique atmosphere that these derby games bring, without being worried about any trouble.
“In September, we only needed to use the dispersal powers a couple of times to move people on and those we spoke to understood why we were there and went on their way without trouble.
“This provides us with another tactic to respond quickly and effectively to prevent any disruption and we hope it sends a clear message that we will be ready to take necessary action to keep everyone safe.
“If you see our officers in the area, please speak to them – they’re there to help and listen to any concerns you may have.”
