Dispersal Order in Winchester to Keep City Safe This Halloween

A dispersal order has been authorised in Winchester to help maintain safety during Halloween celebrations. The order will be in effect from 4pm on 31 October until 7am on 1 November, covering a 500m radius from the city centre.

The order, issued under Section 34 of the Anti-social Behaviour, Crime and Policing Act, allows police to direct individuals to leave the area for the specified period. Those who fail to comply commit a criminal offence and may be arrested. Individuals under 16 will be escorted home, with follow-up work carried out with parents. Authorities may extend the order or add further zones if necessary.

Acting Chief Inspector Matt Kirby, from the Winchester Neighbourhood Policing Teams, said:

“We want to make sure that everyone can enjoy Halloween in a safe environment, but anti-social behaviour will not be tolerated, and offenders will be dealt with robustly. Hopefully we do not need to use these powers, but we will take action on any anti-social behaviour when needed as we know this type of behaviour can make life miserable for those affected.

“We would also urge parents to ask their children what they are planning to do and when, and to have conversations about the consequences of their behaviour. Who are they going out with? What time, and how will they be getting home? There are lots of activities and events throughout the city, and officers will be on patrol today and throughout the weekend.”

Police are urging anyone witnessing or affected by anti-social behaviour to report by calling 101 or online via the Hampshire & Isle of Wight Constabulary website.

In case of an ongoing crime, residents should call 999 immediately.
